A U. S. Marshal is appointed by the President to serve in a district of a federal court. Wyoming Territory is divided up in districts, with several U. S. Marshals, and all have legal jurisdiction anywhere in the U. S. but the territorial government in Cheyenne knew Sherman was a powder-keg and requested to the President, and got, their own U.S. Marshal. His, and his deputies', powers are much the same as a sheriff only on a federal level, with the ability to enforce local laws.

The marshal - at the federal level - is appointed - never elected and his jurisdiction is applied to not only keeping peace in town but higher level legal matters such as murder, bank robbery, corruption, etc.

The Sherman Marshal's office is simple and even comes with a jail cell for those guests who get a bit too rowdy. And the town has a much larger, and separated jail house for those who will reside much longer for crimes like murder, bank robbery, and corruption, etc.
