Every refugee needed food and shelter - each individual would eat two food every hour, and four people could fit in each shelter constructed.
At the top of every hour, food would be consumed and shelter measured. For each person who did not receive food and shelter, hope would be decreased.
Hope was increased primarily through completing quests to spread cheer, but hope could also be generated by successfully shipping food and other supplies in the Farm game, or by winning the Doubutt game.
