The Royal Defense Committee forms the Order of Volcanic Tranquility and puts Eladus in charge of it. He is apparently given free reign to decide who else he wants to add to the Order.
Eladus immediately recognizes the extreme danger that Mount Ovation's eruption represents, and the difficulty of the task that he has been assigned, saying in a journal entry "The Defense Committee repeated ad nauseum that the Genres had smiled on us to give us some warning. I held my tongue, but if the Genres were truly feeling benevolent, they would have led us to this discovery five decades ago. Instead, I must think that their smiles are at least somewhat at our expense."
Shocking the world, who thought he would decline the appointment, Eladus promptly goes on indefinite sabbatical as Head of the Chromatic Council of Wizards in order to focus on his position with the Order of Volcanic Tranquility. Eladus appoints Solomander Pondu to be his stand-in at the Chromatic Council. Eladus and Solomander had at that point been rivals for at least 50 years, engaging in power struggles over who would be head of the council. Solomander had been a long-time agitator for reform at the Chromatic Council, and had been on record calling Eladus out as "uncompromisingly committed to ancient rules and ideas about magic that no longer serve us in our modern age." However, Solomander also recognizes the importance of stopping Mount Ovation from erupting, and the two immediately agree to put their rivalry on hold.
Although Solomander abstained from further public criticism of Eladus while serving as his stand-in, apparently the feeling that Eladus was too unwaveringly committed to old traditions and power structures was a fairly wide-spread opinion. Only a year in to the work of the Order of Volcanic Tranquility, an open letter, signed by a wide variety of magic users, was circulated accusing Eladus of not including enough diversity in his selection of Order members.
The Defense Committee appears to have heard these criticisms and also put pressure on Eladus to expand the members of the Order of Volcanic Tranquility. Eladus reacted with rage and refused, writing in his journal about this "Are the defense council all cowards, to bow to such pressure, to second guess themselves after they unanimously decided I was the best person in the land to guide the order? I understand fears being rampant, but expanding a committee has never hurried a project along. Yet here they are interfering with my work, as if I don’t have enough on my mind."
Under Eladus' leadership, the Order of Volcanic Tranquility pursues the following strategy:
As the date of Mount Ovation's predicted eruption draws ever-closer, Eladus realizes that this three-pronged solution will not be enough, and that there must be a fourth leg added. He begins meeting in secret with the Necromancer Inilorh Moonfall. When discovered, he claims that he was simply meeting with users of "non-conventional magic" to alleviate the continuing pressures about diversity, and had no real intention of including necromancy in the Order. However, the final journal entry we have access to for Eladus reveals what they were really doing:

- No magic user with particular affinity for ice, water, wind, or even earth.
- Black magic, necromancy and other less main-stream forms of magic have been completely ignored.

We’re out of time. The final edits by Usim and Rhozora to our enchantments have been unexpectedly effective, and brought us so much closer to the balance that is needed.
But there’s still excess power, and it must go somewhere.
There is one way that I can balance this equation, but the others will never agree.
If we fill the caverns surrounding Ovation with the undead, the power required to keep them animated can be absorbed. If the spell is well-maintained, no one will ever know what I have agreed to. If the balance of the spell fails, the dead will batter their way out of their tombs. Ligorin doesn’t think that I heard her about the need for warnings to future generations, but I did. When they trace back the source of this plague, they will find the enchantments - and the volcano - that they have forgotten. May it be enough warning for future civilizations.
